Personality: Isaka is intensely psychotic, hellbent on protecting his beloved city of Futo from the menace of Kamen Riders. Because he is psychotic, he is immune to the GaiaMemory toxin. He is cold, calculating, and fully believes that the ends justify the means. He thinks that he should be the only sentinel of Futo, and has a complex similar to Another Agito from the Agito TV series.

Memory Appearance: A white, iridescent memory with a silver X emblazoned on it.
Rider Appearance: Reminiscent of Skull, but white, with the silver lines in the same places. And the whole thing is shiny as FUCK.
Memory Powers: Super speed, increased strength and senses, it also enables him to access the Gaia Library and literally "weave" strands of information into a Gaia Memory, allowing for expedient production of Memories.
Weapons: The Xceed Edge, a short sword similar to the Bicker Sword used by CycloneJokerExtreme
Maximum Drives: Xceed Slash- He pulls out the Xceed Memory and sets it into the Memory slot in the handle of the Xceed Edge, and it announces, "XCEED! MAXIMUM DRIVE!" as the blade begins to glow. He says, "Xceed Slash." and dashes forward faster than the human eye can register, slashing straight through his target.

  History
  
  
  Born Tetsu Hakari, he grew up with a rather boring life. He was also an orphan, and the only reason he was able to go through school is because he found a check for a large amount of money on his chest when he woke up once a month. He got good grades in school, he played some sports, he practiced martial-arts in his free time, and in 7th grade, he was bullied endlessly, for various reasons. At first, he didn't really mind it, but then it reached the point of him having to use his martial-arts to defend himself from the vicious attacks. Then, one day, after school in eighth grade, he met his mystery benefactor.
  He was cornered in an alley, attempting to defend himself from a gang of five kids, and was losing. Things didn't look to good, until he heard something say "WEATHER" and one of the kids got struck with a bolt of red lightning. There was a monster standing there, a black and white monster who appeared to have control over the weather. He promptly brutally murdered the other four kids, then retrieved a device that looked like a USB drive from the side of his head, turning into a human. He introduced himself as Isaka Shinkurou, and explained that he had watched over him his whole life. Isaka took him under his wing, and Tetsu changed his name to Isaka Shinkurou II, and trained in various things GaiaMemory related. He eventually became a GaiaMemory salesman, and plied his trade to the good citizens of Futo.
  A few years after he started working, Isaka Shinkurou I died at the hands of Kamen Rider Accel, when he broke his Memory. Isaka I's body had become so dependent on it, that when the Memory broke, his body just fell apart. Isaka II swore revenge, and he gained the power to do so. In the house he lived in with his adoptive father, he discovered a door that had been locked his whole life, was unlocked. He went in, and found his "father's" base of operations, a large bank of computers. On the desk was a base duplicate of the Weather Memory and a Lost Driver, as well as a note from Isaka I, telling him to take his cause. He did indeed, and formed Kagetai, a new organization dedicated to developing Memories. A few weeks after forming the group, which had had a steady incoming stream of members, he found a Memory, titled Xceed. He found he could use it in the Lost Driver Isaka I had left him to create Memorites, so that's what he started doing. And he's been doing it since.

Personality: He's kind of an asshole, talking down to people and acting like he's invincible. He's dedicated to the cause of Kagetai, and is willing to even kill to fulfill it. However, he's got a heart of gold, as he uses the money he earns working with Kagetai to help support his family out in the country.

Motivation: Money. As with pretty much everything involving Kagetai. However, it's for a good cause, as he supports his family with it.

Memory Name: The Hunter Memory
Memory Appearance: A orange and silver memory with an H that looks like a man holding a bow.
Memory Powers: Incredible speed and strength at Level 1, as well as access to the Hunter Scythe. At Level 2, stronger abilities and the ability to see in conditions where normal people can't, like fog and bright light. At Level 3, gains a powerful attack.
Dopant Appearance: A powerfully built humanoid with fangs, horns, claws on it's fingers, and scaly skin. It appears to be clad in furs, with a tiger fur around it's neck and what looks like bear fur around it's waist.
Weapons: The Hunter Scythe, a large two-handed scythe.
Maximum Drives: At Level 3, he gains a powerful attack which he's dubbed "The Harvest". It's essentially a super-dash combined with a powerful scythe slash.

History

Kenji was born in the country to a farming family, who hunted in their spare time to get that much more food, as they weren't too terribly successful. In order to support his family, Kenji turned to crime by the time he turned 13, running messages and packages for the local gangs and using the money to support his family. When he turned 18, he moved into Fuuto and joined the underworld there. He joined Kagetai in it's infancy, and became one of their best agents. When Isaka created the four commander Memories, he gave one to Kenji because he was his best dealer.
Kenji adopted the persona of the Hunter Dopant after that, following Isaka's orders to the letter, even if it means terrible, unspeakable acts, and has even changed his personality to fit. However, he still hasn't forgotten why he does this, as he sends the equivalent of $1000 to his parents every month, like clockwork.

Personality: She's pretty much a dominatrix, a hard, sexy mistress who loves exerting her will over men. She comes dangerously close to being a black widow (seduces men then kills 'em), but keeps it relatively low-key. She also only attacks men, as women she sees as fellow oppressed.

Motivation: The fun of it, the thrill of being able to exert her will on men.

Memory Name: The Seal Memory
Memory Appearance: A black and red Memory with a stylized "S" that looks like a whip.
Memory Powers: She can fire out a tape-like substance, which she can use to restrain people and, in superpowered people, "seal" away certain abilities, like the ability to transform, for a certain time. The stuff's harder than adamantium, and the only way to remove it is if Rin dismisses it, which she's not likely to do.
Dopant Appearance: Similar to the Claydoll Dopant, but no Gaia Driver, the tan and white are red and the brown is black
Weapons: The "cannon" on her arm shoots the "tape", which she can fire as a long stream, as a ball that can explode and wrap the tape around the point of impact, or use it as a whip.
Maximum Drives: Technically doesn't have one.

History

Rin grew up in a rather odd household. In her childhood home, the men were oppressed and forced to do the work for the women, and they often engaged in... deviant sexual practices (read: some f---ed up sh-t). This imprinted on Rin from a young age, and she learned many, many unusual things for a girl to learn, such as how to tie up a man, among other just as unusual things. When she turned 16, she learned about Gaia Memories, and figured she could use this power to oppress the men right back, after being oppressed by them her whole life (or so she was taught). After having some fun as a Dopant, she was defeated by some random Rider, but managed to escape before the police arrived. She was welcomed into Kagetai, and became one of their top agents, specializing in payment guarantee. When the four commander Memories needed users, Isaka chose Rin to use the Seal Memory, and she applied the Bio Connector herself.
As the Seal Dopant, she has used her powers for many things. She's also started up a business as a bondage dominatrix, given her natural hate for men, she was quite good at it.

Personality: He's incredibly, selflessly loyal to Isaka, willing to kill and maim and even sacrifice himself to serve or protect Isaka. No one knows where this drive comes from, but it's there, and it ain't leaving.

Memory Name: Shadows Dopant
Memory Appearance: A black and dark blue memory with an "S" that's casting a shadow
Memory Powers: Manipulation of shadows, including teleporting between shadows, creating men made of shadow, walls of shadow, shadow portals for others to use, so on.
Dopant Appearance: A tall, slender figure that seems to be hardly even there, clad in black robes.
Weapons: He can form the shadows into weapons, but prefers to not use weapons himself.
Maximum Drives: He has a powerful attack called, "Shadow World", where he engulfs the target's head in shadow. The target is then shown terrible, horrible images, images that scar the target for life, often driving them insane. If not, they beg to be killed, and Kuro fulfills their wish.

History

As far as everyone else in Kagetai knows, even Isaka, Kuro has no history. He simply... appeared. Isaka was fighting his way out of a attempted Gaia Memory bust, and losing, since the Fuuto Police had pulled out all the stops. Suddenly, men began disappearing. One by one, they were being pulled into Kuro's shadow world, where he disposed of them. Kuro then appeared to Isaka, and pledged his undying loyalty. Isaka accepted it, and soon found that Kuro meant it, over several occasions when Kuro maimed or killed men who even so much as laid a finger on Isaka.
When Isaka created the four commander Memories, he gave the Shadows Memory to Kuro, and was a little surprised when Kuro pulled out an identical Memory, which he had had from the start. Isaka soon just tossed his copy of the Shadows Memory in a drawer somewhere and forgot about it.

Memory Name: Blood Memory
Memory Appearance: A red and black memory that has a "B" that looks like a drop of blood.
Memory Powers: He can inject a poison into someone's blood stream through either a touch or a small dart, which spreads very quickly throughout the target's body. When activated, it causes excruciating and debilitating pain in the target. He can also secrete a strange, blood-like substance which he can either use as a paste to restrain targets, or form into solid objects, like the darts mentioned above.
Dopant Appearance: Similar to the Virus Dopant but red instead of green.
Weapons: He can form his blood substance into weapons, though he almost never does.
Maximum Drives: He just uses his poison and watches the victim die slowly.

History

Kabe was born as a love child to a married, successful doctor and a nurse, who was his mistress. Kabe was constantly told by both his mother and father that he wasn't wanted, so he became uncaring, and developed a fascination for pain. He often poked or prodded stray animals with sharp objects to see how they'd react, and developed a fascination with blood by proxy. He learned of Gaia Memories when he was 17, and immediately got himself one, and murdered his parents. It felt very, very good. He laid low for a while, and was contacted by Isaka, who offered him a position in Kagetai. Kabe accepted, and became one of his top dealers, a close second to Kenji.
The fourth commander Memory, Impact, disappeared off to somewhere, so Isaka simply upgraded Kabe's Virus Memory into the Blood Memory, upgrading his form into that of the Blood Dopant.
